Because there will always be some focus on the Tailed Beasts, they will be assigned, 1 for each of the 5 big villages. There will be no discussion on who gets who, nothing of the sort. They will get what they get, they can trade amongst themselves if they want, but there will be no 'Can we get a different one?" The remaining 4 Tailed Beasts will be "roaming" or rather "hidden" and now be available until the RP develops. This is to prevent too much focus on the Tailed beasts while the role play begins.
Policy on Dojutsu:
Dojutsu will obviously be a part of the RP as some of the more well known Kekkei Genkai. The Rinnegan will begin with only one holder, which will be assigned at the beginning of the rp. However, another person may acquire it as well, as the Rp develops and the plot begins to take momentum. Sharingan and Byakugan will be left upon the Clan Leaders. Speak to them before acquiring one of these dojutsu. Your skill with it will be reflecting of your Rank and role-playing ability. This is to avoid favoritism of senior members, whom would have had more time to RP and thus have stronger dojutsu. Eternal Sharingan, and Mangekyo, though, will have to be acquired as it would have in the series. Killing your best friend, then later stealing the eyes of another Uchiha. Stolen Dojutsu will also be allowed, however, much like Eternal and Mangekyo, you will have to acquire them in the RP. Special exceptions will be allowed for the sake of RP's plot.
Policy on NPC's:
The rules on NPC's will be simple, not too complicated. An NPC, for those whom are unaware, are Non-Playable Characters. Because some may try to abuse the fact NPC's can be killed off with auto-hit, any battle with an NPC will not be counted as a real victory, meaning you cannot take anything they may hold, such as Dojutsu, or kekkei genkai. Only their clothing and standard weapons will be up for grabs. Also, you cannot claim an NPC is your best friend and kill them off you gain Mangekyo Sharingan. Yes, you have to make a real friend in the RP, or try to be a special exception for plot's sake. For the sake of plot, anyone can create NPC's but may only control the ones they have created, unless given permission to control another person's NPC's.

The greatest swords ever crafted in the Naruto Universe. These 7 weapons will be up for grabs, first come first serve. It'll be that simple. Once a sword is out there, much like in the series, you will have to find it, and then steal it from its owner. You can trade weapons with another, within the RP if you feel like it, or even give it to another person in exchange for a dojutsu, or even possibly a Tailed Beast if you'd like. This is completely up to the parties involved.

Sannin and above, as stated earlier, will be allowed to simply train it without this gamble, having the needed skill level to be successful. Special exceptions will also be allowed. There will also be a limit of how many Master Sages, and Apprentices there can be at once.
Because Senjutsu is organic and living energy, the Sage group you belong to MUST be a biological being. Mythical beings allowed.

However, all things must be done correctly. Because of this same policy, people can move up ranks, though this will be completely up to the Kage of the village you are in, or Clan leader.

Age will also be factored in. Evan a genius 8 year old won't match against an experienced Kage.

This is a no bullshit rule, no exceptions what so ever. If you want to go somewhere, you will have to get there in a valid method. You cannot simply sneak through the gates of a village and be in the village fucking shit up. You will have to RP yourself going in through the gates, avoiding guards, then attacking the village itself. No teleportation will be allowed without a valid set up for it. Getting a spy to go into the village and get this set up for you, etc. Masters of Space-time ninjutsu will be allowed to, though of course this can be called off as God Mod if abused.

While attacking a village you must make sure there are RP'ers there to attack. You cannot attack an empty chat room and claim that as a win. There must be at least 1 person there who belongs to the village, traitors count. If you do decide to go to war though, don't just do it for the sake of doing it. Have a legitimate reason as to why you want to, or have to. Being pure evil counts. However, once you attack a village, if they have allies, you may be attacked back. If something shady is done, such as claiming you had a spy who planted bombs throughout a village, an investigation can be called for to see if it was done correctly, or just claimed to have been.

Animal Contracts must be made to be a sage, period, no exception. You cannot have more than once contract at any given time, and you may only be a sage of that animal you are contracted with. According to your rank, you will be allowed to summon only certain levels. A genin will not be allowed to summon the strongest summon of their contract, just the low, and maybe medium leveled summons. If a contract you want is already taken, you must as the current holder to be allowed in. You can also kill them and take their place as the head of that animal contract.
